Act 12 of 2026

House Bill 1251, enacted as Act 12 of 2026, amended Pennsylvania's Physical Therapy Practice Act to authorize licensed midwives to refer patients directly to physical therapists for conditions within the scope of midwifery practice. The legislation recognizes midwives as appropriate referral providers for pelvic floor therapy and other physical therapy services related to pregnancy, birth, and postpartum care.

The Midwives Alliance of Pennsylvania supports legislation that improves access to evidence-informed maternity care and recognizes the professional role of midwives within Pennsylvania's healthcare system.

House Bill 1251 removes unnecessary barriers to physical therapy services by allowing licensed midwives to refer patients directly for treatment within their scope of practice. Improving timely access to pelvic floor and postpartum rehabilitation services has the potential to enhance maternal health outcomes while reducing unnecessary delays in care.

MAP supports continued efforts to improve access to coordinated maternity care while advocating for policies that recognize the valuable contributions of all community-based midwives serving women and families throughout the Commonwealth.

No current action is required.

MAP will continue to monitor implementation of Act 12 and future legislation affecting midwifery practice and maternal healthcare access.
